JAMMU, Nov 16: The recently-busted \u2018white-collar\u2019 terror module, allegedly operated by a group of highly educated doctors, had been actively scouting for a suicide bomber since last year \u2014 with key operative\u00a0Dr Umar Nabi<\/strong>\u00a0pushing the plan, officials said on Sunday.<\/p>\n

Contents\u00a0Umar emerged as radical key planner<\/a>Clues emerged from Nowgam poster case<\/a>\u00a0According to interrogation inputs from arrested suspects, Umar \u2014 believed to have died in the\u00a0VBIED blast near the Red Fort on November 10<\/strong>\u00a0\u2014 was \u201chardcore radicalised\u201d and insistent that a suicide attack was crucial for the group\u2019s operations.<\/p>\n

Following leads from questioning of arrested doctors\u00a0Dr Adeel Rather<\/strong>\u00a0and\u00a0Dr Muzzaffar Ganaie<\/strong>, Srinagar Police on Saturday detained a youth identified as\u00a0Jasir alias \u2018Danish\u2019<\/strong>, a political science graduate from Qazigund, in connection with the plot.<\/p>\n

Officials said Jasir admitted to meeting members of the so-called \u201cDoctor module\u201d in\u00a0October 2023<\/strong>\u00a0at a mosque in Kulgam, after which he was taken to a rented accommodation linked to\u00a0Al Falah University in Faridabad, Haryana<\/strong>.<\/p>\n

While other members initially intended to use him as an\u00a0over-ground worker (OGW)<\/strong>\u00a0for Jaish-e-Mohammed (JeM), Umar allegedly spent months trying to brainwash him into becoming a suicide bomber. The plan fell apart in April this year after Jasir backed out, citing his\u00a0economic hardship<\/strong>\u00a0and the belief that\u00a0suicide is forbidden in Islam<\/strong>, officials said.<\/p>\n

Umar emerged as radical key planner<\/p>\n

Earlier reports identified Umar, a 28-year-old doctor from Pulwama, as the most radicalised member of the interstate terror network spanning\u00a0Kashmir, Haryana and Uttar Pradesh<\/strong>.<\/p>\n

Investigators believe he was planning a\u00a0vehicle-borne IED attack<\/strong>\u00a0in a crowded location \u2014 possibly in Delhi or at a site of religious significance \u2014 around the\u00a0December 6 Babri Masjid demolition anniversary<\/strong>.<\/p>\n

His radical transformation is suspected to have begun after\u00a0a 2021 trip to Turkiye<\/strong>\u00a0with co-accused Dr Muzammil Ahmad Ganaie, where they allegedly met JeM OGWs.<\/p>\n

Upon their return, the doctors began procuring\u00a0large quantities of precursor chemicals<\/strong>\u00a0from open markets \u2014 including\u00a0360 kg of ammonium nitrate<\/strong>, potassium nitrate and sulphur \u2014 much of it stored around the university campus, officials said.<\/p>\n

The plot unravelled after Ganaie\u2019s arrest earlier this month and the seizure of the explosive material, which may have caused Umar to panic before the\u00a0premature blast near the Red Fort<\/strong>, killing 13.<\/p>\n

Clues emerged from Nowgam poster case<\/p>\n

The network began to unravel after JeM posters surfaced in\u00a0Bunpora, Nowgam<\/strong>\u00a0on October 19. Swift action by Srinagar Police led to the arrest of three locals \u2014\u00a0Arif Nisar Dar alias Sahil, Yasir-ul-Ashraf,<\/strong>\u00a0and\u00a0Maqsood Ahmad Dar alias Shahid<\/strong>, all previously involved in stone-pelting.<\/p>\n

Their interrogation led to the arrest of\u00a0Maulvi Irfan Ahmad<\/strong>, a former paramedic-turned-Imam from Shopian, accused of supplying the posters and aiding the radicalisation of the accused doctors.<\/p>\n

The ongoing investigation into the Anantnag \u201cwhite collar terror module” has intensified, with the Counter Intelligence Kashmir conducting targeted raids and expanding the scope of its investigation to local civilian over ground workers.<\/p>\n

According to sources in Counter Intelligence Kashmir (CIK), these actions signal a significant crackdown on individuals suspected of supporting the module, moving beyond the initially targeted group of medical professionals.<\/p>\n

The sources said in a crucial development, CIK conducted a late-night raid at a doctor\u2019s residence in Malaknag, Anantnag. During the search operation, a mobile phone was seized for forensic analysis, they said.<\/p>\n

They said officials made a notable discovery: a female doctor from Haryana was residing at the accused doctor\u2019s house as a tenant. This tenant\u2019s verification process is underway to effectively map the module and its extensive links, they added.<\/p>\n

The seized mobile phone and these crucial tenant details are now integral components of a wider forensic investigation being conducted by the agencies.<\/p>\n

The central figure implicated in this white-collar module remains Dr Muzaffar Rather, who police sources said is currently in Afghanistan. Authorities had previously arrested his brother, Dr Adeel Rather, from Saharanpur, the sources said.<\/p>\n

The focus for CIK is on uncovering the financial, communication, and travel patterns established by the Rather-linked network. But this was tragically underscored by a distressing incident involving local civilians.<\/p>\n

Bilal Ahmad Wani, a dry-fruit seller and a neighbour of the Rather family, was picked up for questioning along with his son, the sources said. While in custody, he attempted self-immolation in Qazigund and was promptly rushed to a hospital in Anantnag with burn injuries, they said. His son, who was detained alongside him, continues to remain in custody, they\u00a0added.<\/p>\n

This incident, police sources said, has put focus on local civilian over ground workers (OGW). They said these individuals may have supported the module, whether knowingly or unknowingly and the crackdown is, therefore, set to go beyond simply targeting medical professionals to envelop the entire neighbourhood suspected of possibly working as OGWs, they said.<\/p>\n

They said this expansion shows that the authorities want to dismantle the support structures facilitating this alleged terror module. Hence, they added, the investigation is also looking at local residents who may have provided support, shelter, or intelligence to the central figures.<\/p>\n","protected":false},"excerpt":{"rendered":"
