The situation is alarming for the people who have lost their faith in the Centre Govt and Lt Governor’s administration that has created a wedge among elected govt and the Raj Bhawan and failed to work for the public welfare. In these last several years, the trust between the people, and the administration has reduced and hence, the people also avoid going to the respective administrative Secretaries in civil Secretrait because of non-responsive attitude of the bureaucrats s, and arrogance that is responsible for mistrust. The people voted to elected government in J&K to bring change in the governance and hence, they were desperately waiting for elections in Jammu and Kashmir for its legislative assembly. Citing anger among the people as a reason for disconnection and mistrust, the people of Jammu and Kashmir have also sought restoration of statehood. The hopes of the people of J&K were again compromised by granting more powers to the Lt Governor of J&K than an elected Govt. These additional powers to the LG J&K is making the elected Govts weaker in taking decisions in favour of the people, and it is believed that the bureaucracy would continue to dominate the elected Govt. The bureaucracy hahave been asked not to extend their support to the elected govt in the Union Territory of Jammu and Kashmir so that elected govt in J&K failed to bring positive change in favour of the general masses, uneducated people, and fulfill the equitable developmental aspiration of the people across the regions. WIth the result people’s, traders & youths are suffering a lot due to delay in clearing files. Many important of the Omar Abdullah led govt has been blocked by the bureaucrats for the reason best known to the Lt Governor, J&K or Home ministry.The important files lying in the offices of different bureaucrats (Administrative Secretaries) are return of control to the elected govt included J&K Sports Council, appointment of JKPSC members,Tourism development authorities, State Financial Corporation, Sidhra Golf Course, Chairmenship of SKUAST Jammu, University of Jammu, University of Kashmir, IUST, BGSBU, JKGAD and others. However, The work in the civil Secretariat almost came to stand still due to delay in approving Business Rules 2025.Irronically, IAS officers are not listening to Chief minister, Deputy Chief Minister and ministers. Approving the J&K Business rules 2025 would clearly define powers of Lt Governor and elected Chief Minister. In the absence of Business Rules 2025 which is cleared by the J&K Cabinet headed by the Chief minister works in government officers are suffering a lot. It’s been over almost over 11 months since the popular government took office, yet there is lot of chaos and confusion among officials, traders, journalists and politicians to whom they should approach. Neither the Raj Bhawan, nor Non local IAS, IPS officers deputed in J&K UT after August 5th, 2019 are listening to grievances of the locals. Ten years are on, Information Department known one of the most important department to bridge gap between govt and public have been remained headless. The situation in all other govt departments is not different to information Departments. Surprisingly, BJP MLAs are not speaking on those issues in media in its briefing held on each day at its headquarters here. The delay in announcing J&K Business Rules giving extra powers to Raj Bhawan. With the results transfer and posting in the civil and police administration are held on pick and choose manners by none other than Raj Bhawan. Many local officers are ignored while issuing transfer and postings orders. Earlier it was 60:40 percent, now all the prime posts in the administration are being held by the non locals babus.
